The project’s mission is to modernise the rural economy and accelerate the deployment of the necessary digital and innovative solutions. The project will allow users to learn the rules of the data economy and experiment with data sharing through practical examples in a risk-free data space experimentation environment. Rural entrepreneurs can also use the new services to make their business more productive and sustainable.
The new EU data law sets the rules for a fair data economy. The fair data economy is intended to bring transparency to data flows and values, thus enabling different services and products to enter the market. A new market will emerge when data can be shared freely and safely with new players, and in return for which there is also a return for you.
The Data Governance Act will bring significant changes for data owners and service providers. It defines rights and obligations for accessing and making available data from network-connected and off-memory storage products and associated cloud services. It also gives device owners the right to share data with third parties and prohibits the use of unfair contractual terms in the access and use of data between companies.
The current interpretation is that a cloud customer can change cloud provider and the current cloud provider is obliged to deliver the customer’s data to the new cloud service. This makes it possible to change provider, as the historical data is not lost or rendered unusable.
The Data Governance Act radically changed the way data can be distributed. The Act defined the roles, rights and responsibilities of data brokerage services, which are provided by a “data operator”, similar to telecom operators. The data exchange service provider is not allowed to exploit the data it transmits for its own purposes, but its role is to promote trust in the data economy by ensuring consent-based transmission and access to data. In this way, data brokering services provide the tools for multilateral data exchange. In particular, small and medium-sized enterprises benefit from the ecosystems created by data brokering and the availability of public sector data.
